General Elly Tumwine is a Uganda military General who has served in the Nnational Resistence Government since 1986 when President YK Museveni took over power. He is a former mister of Security in Uganda.

General Elly Tumwine was born on 12 April 1954in Burungu, Mbara District in Western Uganda where he spent his childhood with family and primary education.

However the military general defended himself saying he didn’t order anything related to that but rather it was some self-defense of some officers of the Police who were being attacked and others were stray bullets.
