Museveni first secured the 12 most influential tribes in the country with his alliances he signed with the tribal leaders both elected and cultural providing all and full filling the necessities of these tribes both financial and political to both parties satisfaction.

How upcoming leaders need to answer this Question

With the strong alliances President Museveni has created with the cultural and elected Tribal leaders, political opposition need to priotize this factor if they under to ascend to national leadership in Uganda. They must at least secure over 75% of these tribes with strong alliances with main emphasis to the first 8 tribes of the Country which are the most influential politically. This requires alliances with both cultural leaders and elected political leaders who control decision making in these regions providing a good deal to these diverse cultures.
